Bridget, Vice President of Compliance and Database Administration, who oversees the PMI Compliance Department, took time to share the importance of the Compliance Department and the critical role each team member plays in supporting our communities and daily operations.
Bridget started with PMI 20 years ago, fresh out of college as an Assistant Property Manager. At that time, PMI was much smaller. There was no dedicated Compliance Department, and she doesn’t believe the Occupancy Specialist role even existed at the site level.
What has remained constant, however, is PMI’s commitment to compliance. Affordable housing cannot be successfully operated without adhering to federal and state regulations. Compliance has always been a core part of PMI’s mission.
Another thing that has not changed over the past 20 years is the value PMI places on its people. Achieving compliance requires knowledge, training, support, legal security, trust and reliability. The Compliance Department was created to provide site teams with the resources, guidance, and expertise needed to successfully mitigate risk for employees, residents, owners, and communities.
PMI’s Compliance Department consists of many talented individuals with specialized areas of expertise. Below is an overview of the team and how they support you.
Special Assets
Steve – Director of Compliance, Special Assets
Steve oversees our Special Assets division, which is responsible for EIV oversight, third-party reviews, Property Mentor/Watchlist programs, and monthly file upload compliance.
Candice – Compliance and EIV Manager
Manages company-wide EIV processes, procedures, training, and tracking.
Nadine – Compliance and EIV Coordinator
Supports EIV administration and manages monthly compliance upload procedures and tracking.
Theresa – Compliance Manager and Mentor
Oversees mentoring efforts for site teams on the Compliance Watchlist and provides property compliance support.
Melissa – Compliance Review Manager
Manages the third-party review process from agency notification through agency closeout.
Move-In Approvals and Daily Compliance Support
Every property is assigned a Regional Compliance Specialist (RCS). Your RCS serves as your compliance partner, providing support, guidance, and answers to your day-to-day compliance questions.

HAP Contracts, Gross Rent Changes, Utility Allowances, and Owner Reporting
Tami – Regulatory Compliance Manager
Manages compliance layering, rent and HAP contract administration, annual updates, changes, and owner reporting requirements.
RealPage and Agency Database Compliance
Melissa – Database Compliance and Operations Manager
Oversees RealPage database setup, administration, and compliance across the company.
Julia – Database and Compliance Specialist
Works alongside Melissa to manage the RealPage database and monthly Tax Credit Agency compliance reporting.
Administrative Compliance Support
Ann – Compliance Administrator
Manages and tracks numerous critical compliance functions, including AFHMPs, MOR binders, sample files, new hire binders, move-in approval distribution and tracking, and monthly and quarterly compliance reporting. Ann helps keep the department running smoothly.
Although we may not be onsite with you every day, we are part of your team. We understand that compliance can sometimes be challenging, but we are in this together. Our success depends on your success, and we are committed to supporting you every step of the way.
Utility Analysis Reminder
Please ensure residents sign the UA Permission to Release Information Form as part of their annual recertification paperwork and that the completed form is filed in the resident’s file.
These forms must be completed annually and readily available when a property conducts a Utility Allowance (UA) Baseline Analysis. Collecting signatures during the annual recertification process is far more efficient than attempting to obtain signatures from all residents when a baseline analysis is due.
